What this can mean for your project
Projects that could affect a Special Area of Conservation or Special Protection Area may need an appropriate assessment. This can apply even if you are outside the site.
If your home is on the Record of Protected Structures, or in an architectural conservation area, many works that are normally exempt need permission. You can ask the council for a declaration under section 57.
Applications close to a recorded monument can be referred to the National Monuments Service, which can add time and conditions.
The council may ask for a flood risk assessment in flood-prone areas. Check the official flood maps on floodinfo.ie.
Waterford City and County Council policies to know
Extensions should follow the pattern of the existing house as much as possible and respect its character, scale and form. They must protect the sunlight, daylight and privacy of neighbours, should be designed to eliminate overshadowing and overlooking, must not encroach on or overhang a neighbour's property, and should avoid extra surface water runoff. Contemporary designs are fine if they do not detract from the main house or neighbours.
Source: Volume 2, Development Management Standards, section 4.9, standard DM 11A 'granny flat' is generally acceptable if it is not a separate detached unit and has direct access to the rest of the house. The garden cannot be permanently divided. It cannot be let or sold apart from the main property, and must revert to being part of the house when no longer needed. It must not harm the amenities of the house or the area.
Source: Volume 2, Development Management Standards, section 4.10, standard DM 12The council encourages reusing, refurbishing, extending and upgrading older rural houses of heritage value. Outhouses of architectural merit may be converted to homes if the work is sensitive and full planning permission is granted. Where a sensitive renovation is proposed, a genuine rural housing need is not required by the council, though normal development management rules still apply.
